昨日の決議文、何に気を使ってか、報道が充分に成されていないので、こちらで紹介する。遅まきながら、世界に遅れること昨日、歴史的な決議文であると確信する。と同時に、まだまだ第一歩。始まりに過ぎない。

真の友好的日中関係は、中国政府はもとより中国国民との間に築かれるべきものである。よって、すべての中国国民の人権と尊厳の尊重及び真の友好的日中関係の構築を目指し、本日、ここに参集した有志国会議員一同は、以下決議する。
The true bond of friendship between China and Japan should be built with the Chinese government as well as Chinese people. Therefore, for the realization of the human rights and dignity of all the Chinese people and to build a true bond of friendship between China and Japan, we, the willing members of the Diet who gather here today, pass a resolution as follows;
１．2011年3月以来チベット人による抗議の焼身自殺が相次いでいる事態に深い憂慮の念を示すと共に、中国政府に対し、基本的自由の制限、仏僧院に対する懲罰的な治安措置、「愛国教育」の強制など、抗議の焼身自殺の原因となっているチベット人居住地域の人権問題を包括的に検証し、これを解決するために抜本的な政策の見直しを行うよう求める。
1. We express our deep concern regarding continuing self-immolations of Tibetans since March 2011 and call on the Chinese government to carry out a comprehensive review of the human rights situation which is the cause of protests that have led Tibetans to set themselves on fire across the Tibetan plateau, including restrictions on basic freedoms, punitive security measures imposed on a number of monasteries in the area and government-enforced “patriotic education”, and to fundamentally rethink its approach to address this situation;
２．中国政府に対し、焼身自殺を図った後現場から連行された僧侶や一般のチベット人の身柄や遺体、その他拘束された僧侶の所在を含む安否情報及び拘束の根拠を開示することを求める。
2. We call on the Chinese government to provide information about monks and lay Tibetans detained following the self-immolations or who have died by self-immolation, including their current whereabouts and well-being, and the reason for detention;
３．2008年のチベット一斉蜂起以来、チベット人居住地域へのジャーナリストや外国人のアクセスが引き続き厳しく制限され、中国政府の政治・宗教・文化・経済政策に異議を唱えたとみなされたチベット人に過酷な処罰が科される強行策が継続している事態に抗議し、中国政府に対し、チベット人居住地域における自由な移動や自由な表現・報道を許可するよう求める。
3. We protest the continuing situation that journalists and foreigners have been banned from visiting the Tibetan plateau since the protests of 2008 and Tibetans suspected of being critical of political, religious, cultural, or economic state policies are targets of severe persecution. We call on the Chinese government to permit free expression, free press, and freedom of movement within the Tibetan plateau;
４．中国政府に対し、チベット亡命政権との直接かつ真摯な対話を早急に再開するよう求める。
4. We call on the Chinese government to promptly resume direct and meaningful dialogue with the Tibetan government in exile;
５．中国政府に対し、宗教と信仰の自由に関する国連特別報告者による国内訪問を早急に受け入れるとともに、人権弾圧を直ちに停止するよう強く求める。
5. We call on the Chinese government to respond positively to outstanding visit request from the Special Rapporteur on freedom of religion or belief and halt repression of human rights immediately;
長年にわたるチベット人の権利に対する制約こそが、抗議の焼身自殺の原因である。中国政府は、チベット人の抗議に対し真摯に耳を傾け、その政策を根本的に見直すべきである。チベット人の権利が尊重された真の「調和社会」中国こそが、日本が真摯な戦略的互恵関係を結ぶことのできる中国であると信じる。
Years of restrictions on Tibetans’ rights are the underlying causes of protests by way of self-immolations. It is clearly time for the Chinese government to fundamentally rethink its approach by listening to and addressing Tibetans’ grievances. We believe that if China realizes a truly “harmonious society” by respecting Tibetans’ rights, then Japan and China will be able to build a truly meaningful partnership of strategic benefit.
