第85回アジア自由民主連帯協議会主催講演会 YOUTUBEチャンネル「ヴォイス・オブ・フリーアジア」発足記念シンポジウム報告

 4月4日、東京都文京区民センター会議室にて、YOUTUBEチャンネル「ヴォイス・オブ・フリーアジア」発足記念シンポジウムが開催されました。

 冒頭でぺマ・ギャルポ会長が挨拶。協議会がユーチューブチャンネルを通じてアジア各民族の情報発信を始めようと考えた理由の一つは、アメリカのRFA(ラジオ・フリー・アジア)がトランプ大統領のもと援助を打ち切られ、アジア情報を充分伝えられなくなったことにある、それを自分たちが少しでも補おうと考えたと述べ、これからの放送を皆さんに聴いてほしいと述べました。

 続いてチベットのチュイデンブン氏が登壇、チベットは歴史的には中国の一部ではなく、独立国だったことはあらゆる証拠があると述べ、現在は中国の植民地となっていると述べました。その上で、中国政府が今回決定した「民族団結進歩促進法」は、まさに中国の現憲法に定められているはずの民族自治権すらもすべて否定するもので、チベットを含むあらゆる民族の文化伝統を抹殺する文化ジェノサイドというべき法律だと批判しました。

このまま国際社会がこの事態を看過するならば、10年から20年のうちにはチベット文化が消滅する。もはやチベットには独立以外に道はなくなった、自分は、そのためにもチベット独立国憲法試案を書き、この5月のオーストラリアでの国際会議で発表することを予定しているとチュイデンブン氏は述べました。ダライラマ法王が述べてきた中道の道は、ヨーロッパの現代史に倣って、チベットと中国がこれまでの歴史的問題を乗り越えて和解する道を指し示していたのに、それを破り、拒否したのは結局中国政府の側だ。もしも中国政府が賢明ならば和解への道が可能だったのに、もはやその道は閉ざされたとチュイデンブン氏は述べました。

 続いてウイグルのイリハム・マハムティ氏が、この番組を通じて、私達民族の自分自身の意思、そして世界の現状についての意見や分析を直接伝えていきたいと述べました。同時に、この番組はアジア各民族の連帯を目指すものでもあり、その点もまた訴えていきたいと述べました。

続いて、自分たち中国政府に弾圧されている諸民族は、ほぼ同じやり方で迫害されてきた。自分は日本に来て、こんなに人間には「権利」というものがあることを初めて知った。中国では常に自分たちは犯罪の容疑者のような気持ちで生きていたし、あるいは政府から何か恩恵を受けたときはひたすらへりくだって感謝しなければならなかった。その時、自分たちが民族としてどんなにみじめな存在だったかが初めてよく分かった、とイリハム氏は述べました。

 そして、ウイグル人は収容所に入れられ、今はチュイデンブン氏がチベットについて述べたように、数年間のうちにウイグル文化はこの世界から失われてしまうか、あるいはすべて中国から由来したものだという偽造された歴史が事実とされてしまう。例えば旧ソ連のカザフスタンでは、今、独立して数十年も経つけれど、いまだにロシア語が多く使われ、ロシア語を学ばねば政府機関が雇うことはない。それが他民族に支配されるということの現実であり、世界は今、中国政府が私達民族に対し何をやっているかをこの放送を通じて知ってほしいと述べました。

 続いて南モンゴルのオルホノド・ダイチン氏が登壇。ダイチン氏はまず、この南モンゴルの問題は、ウイグルやチベット同様、中五穀の国内問題ではなく、国際問題として、国際秩序を破壊することに直結する問題であることを強調しました。

南モンゴルでは、2020年以降、モンゴル語による教育制度が事実上解体され、モンゴル文化は単なる観光資源となり、民族の伝統や記憶は中国政府により書き換えられてしまった。そして、中華人民共和国建国以来、南モンゴルで行われてきた民族虐殺や文化ジェノサイドは、一つの悪しきモデルとしてウイグルでもチベットでも同様のことが行われてきた。そしてこれからは香港でも行われるだろうと述べました。

中国共産党の民族政策とは、同時に、国際秩序の規範を、民族自決権や人権を否定して書き換えようとすることにつながっている。国際法が無視され、民族の自己決定権が中国国内で完全に否定されるならば、同時に、国際社会の各主権国家の領土も侵略され、また、国境を超えた弾圧も、今回の民族団結促進法によって肯定されていく。中国国内の民族弾圧は国際的な問題なのだとダイチン氏は再度強調し、国際社会が関心を持つことを訴えました。

  最後に中国の銭一凡氏が登壇。今、自分のような若い世代の中国人が何に悩んでいるかといえば、まず、経済の貧困だ。今中国は仕事がなく、物価が高く、人々の生活は困窮していると述べました。これは、中国共産党幹部が国家の富のほとんどを独占し、国民を搾取しているからで、超格差社会となっていると銭氏は指摘しました。だから、現在の中国共産党独裁政権が倒れない限り問題は解決できない。

しかし、中国政府は、国民の貧困は、アメリカや日本、ヨーロッパなどの「帝国主義諸国」が、世界の富を苦戦し、しかも中国を迫害し、攻撃しているからこそ起きていると宣伝している。中国の若い世代に、真実の情報を伝えていかなければならないが、現在中国政府はインターネットを含めほとんどの情報を管理・統制しており、残念ながら多くの中国人は中国政府の宣伝を信じていると銭氏は指摘しました。そしてこれからは、世界の真実とともに、中国民主化運動の正しい歴史と、その意義をも若い世代に、例えば海外においてなどでもっと伝達していかなければならないと述べました。

  その後は会場で様々な質疑応答がなされ、午後4時半ごろ集会は閉会、今後の協議会ユーチューブ番組について様々な問題提起がなされた有意義な会となりました。(文責:三浦)

Lecture Organised by the 85th Asia-Pacific Council for Freedom and Democracy

『Report on the Symposium Marking the Launch of the YouTube Channel ‘Voice of Free Asia’』

On 4 April, a symposium commemorating the launch of the YouTube channel ‘Voice of Free Asia’ was held in a conference room at the Bunkyo Ward Community Centre in Tokyo.

Chairman Pema Gyalpo opened the proceedings with a welcome address. He explained that one of the reasons the Council had decided to begin disseminating information on the various peoples of Asia via a YouTube channel was that Radio Free Asia (RFA) in the United States had had its funding cut under President Trump, rendering it unable to adequately convey information about Asia; the Council wished to make up for this shortfall as much as possible. He urged everyone to tune in to the upcoming broadcasts.

Next, Mr Chuydenbun from Tibet took the stage. He stated that there is ample evidence to show that, historically, Tibet was not part of China but an independent nation, and that it is currently a colony of China. Furthermore, he criticised the ‘Law on Promoting Ethnic Unity and Progress’ recently enacted by the Chinese government, arguing that it effectively negates even the rights to ethnic autonomy that should be enshrined in China’s current constitution, and that it constitutes a form of cultural genocide aimed at eradicating the cultural traditions of all ethnic groups, including Tibet.

Mr Choydenbun stated that if the international community continues to turn a blind eye to this situation, Tibetan culture will disappear within the next 10 to 20 years. He added that there is now no alternative for Tibet but independence, and that he has drafted a provisional constitution for an independent Tibet, which he plans to present at an international conference in Australia this May. The Middle Way advocated by His Holiness the Dalai Lama, modelled on modern European history, pointed the way for Tibet and China to overcome their historical issues and achieve reconciliation; yet it was ultimately the Chinese government that broke and rejected this path. Mr Chuydenbun stated that whilst reconciliation would have been possible had the Chinese government acted wisely, that path has now been closed.

Next, Mr Ilham Mahmut from the Uyghur community stated that, through this programme, he wished to convey directly the views and analyses of our people regarding our own will and the current state of the world. At the same time, he stated that this programme also aims to foster solidarity among the various peoples of Asia, and that he wished to emphasise this point as well.

Mr Ilham went on to say that the various ethnic groups oppressed by the Chinese government have been persecuted in almost the same way. He remarked that it was only after coming to Japan that he first realised that human beings possess such a thing as ‘rights’. In China, he explained, they had always lived feeling as though they were suspects of a crime, or, when receiving some favour from the government, had to bow down in utter humility and express gratitude. It was then, he said, that he truly understood for the first time just how miserable their existence was as an ethnic group.

He added that Uyghurs are being held in detention camps, and, as Mr Chui Denbun had just said regarding Tibet, within a few years, Uyghur culture will either vanish from this world or a falsified history—claiming that everything originates from China—will be accepted as fact. For example, in Kazakhstan, part of the former Soviet Union, although it has been independent for several decades, Russian is still widely used, and one cannot be employed by government agencies without learning Russian. This is the reality of being ruled by another ethnic group, and he stated that he wanted the world to learn, through this broadcast, what the Chinese government is doing to our people.

Next, Mr Orkhonod Daichin from Southern Mongolia took the stage. Mr Daichin began by emphasising that the issue of Southern Mongolia, like those of the Uyghurs and Tibet, is not merely an internal matter for China, but an international issue directly linked to the destruction of the international order.

In South Mongolia, since 2020, the Mongolian-language education system has been effectively dismantled, Mongolian culture has been reduced to a mere tourist resource, and the traditions and memories of the people have been rewritten by the Chinese government. Furthermore, he stated that the ethnic massacres and cultural genocide carried out in South Mongolia since the founding of the People’s Republic of China have served as a pernicious model, with similar actions being carried out in both Xinjiang and Tibet. He added that this will likely be carried out in Hong Kong in the future as well.

The Chinese Communist Party’s ethnic policies are, at the same time, linked to an attempt to rewrite the norms of the international order by denying the right to self-determination and human rights. If international law is disregarded and the right of nations to self-determination is completely denied within China, then simultaneously, the territories of sovereign states within the international community will be invaded, and cross-border oppression will also be legitimised by this Law on Promoting Ethnic Unity. Mr Daichin reiterated that ethnic oppression within China is an international issue and appealed for the international community to take an interest.

Finally, Mr Qian Yifan from China took the stage. He stated that the primary concern for young Chinese people like himself today is economic poverty. He explained that there are currently no jobs in China, prices are high, and people are struggling to make ends meet. Mr Qian pointed out that this is because Chinese Communist Party officials monopolise most of the nation’s wealth and exploit the people, resulting in a society of extreme inequality. Therefore, he argued, the problem cannot be resolved unless the current Chinese Communist Party dictatorship is overthrown.

However, the Chinese government propagates the view that the people’s poverty stems from the fact that ‘imperialist countries’ such as the United States, Japan and Europe are hoarding the world’s wealth, whilst also persecuting and attacking China. Mr Qian pointed out that whilst it is essential to convey the truth to China’s younger generation, the Chinese government currently manages and controls almost all information, including the internet, and unfortunately, many Chinese people believe the government’s propaganda. He went on to state that, moving forward, we must convey not only the truth about the world but also the correct history of the Chinese democracy movement and its significance to the younger generation, for example, through outreach abroad.

This was followed by a variety of questions and answers from the audience, and the meeting concluded around 4.30 pm. It proved to be a fruitful gathering, during which various issues regarding future YouTube programmes by the Council were raised. (Written by Miura)
